How the Strategic Alignment Assessment Supports the Business Case The purpose of the Strategic Alignment Assessment is to understand how well IT resources support attainment of corporate strategy. In theory, any resources that are not used to attain corporate strategy are not being used properly and are therefore available for new assignments. Quantification of these resources may come from related TekMetrix analytics: the business case analysis and the understanding of the goals and objectives of large projects and initiatives as identified in the TekMetrix Project Inventory and Current Initiatives analytics. Possibilities for supporting the buiness case may come from:Eliminating projects and initiatives that do not lead to the attainment of corporate goals Realigning or adjusting the IT strategy and roadmap to more clearly support the corporate strategy Making visible the value drivers of the business and key performance indicators Clear articulation of an IT Value Realization business case for each project Project financial costs and benefits
How to Administer the Strategic Alignment Assessment This section provides hands on guidance needed to successfully use this diagnostic with specific emphasis on: scope of diagnostic, preferred method of collection, and recommended tasks, responsibilities, and time frame. Scope of Diagnostic Tasks for performing a strategic alignment are:Review existing statements concerning corporate strategic direction Review existing documents concerning IT strategic direction Compare and contrast the two plans Conduct interviews for clarification and verification Administer the survey concerning the quality of the IT plan (if necessary) Compare the strategic goals, both corporate and IT, with those of the current and planned projects and the current initiatives
While reviewing the corporate strategy and interviewing the corporate strategic executives, TekMerix will identify the status and vitality of the corporate plan. It is also important to gain an understanding of the mission statement, goals, objectives, critical success factors, key performance indicators, and priorities that are deemed essential to plan implementation. If any specific projects or initiatives have been identified as critical to the success of the plan these should be identified and understood. A high level understanding of any assumptions or issues that were considered (global financial markets, supply - demand, political issues, regulatory requirements, economic direction, competition, technical innovations) during the development of the corporate plan might also prove helpful. Finally, determine the role that the corporation sees IT playing in the execution of the plan and the role IT played in the development of the corporate strategy. Gain an understanding of the IT strategy being used. By reviewing documentation and interviewing IT executives, determine the strategy directions, goals, objectives, critical success factors, metrics, and priorities that helped shape the plan. Using the TekMetrix Strategic Alignment Assessment diagnostic, as a guide, determine the approach used to develop the plan, the driving forces behind the plan and the types of people involved in its development. Depending upon the formality of the plan and the availability of reliable information, decide whether or not to administer a Strategic Alignment Assessment survey. If it is determined to be beneficial to distribute the survey, select a population of sufficient size to provide reliable results. The population should consist of representatives from the IT planning organization and IT managers and executives ( i.e., people who should be aware of the methods used to develop the plan and the current priorities of the department.) To compare and contrast the corporate strategic plan and the IT plan, TekMetrix builds a matrix that shows how well the IT objectives and critical success factors support those of the corporation. In situations where either the corporate and/or the IT plans do not exist or are not of sufficient quality or detail, consider using the Strategic Alignment Assessment survey to make the point that decisions are being made without a BI Roadmap. Observations may also be made concerning the role IT and technological innovation play in the development and achievement of the corporate strategy. Once the essential elements of the strategic plans are known, they should be used to evaluate the relevancy of the recently completed and planned projects (as identified in the Project Inventory analytic) and the current initiatives (as identified in the Current Initiatives analytic). Preferred Method of Collection Reviewing formal corporate and IT strategic planning documents, combined with interviews and workshops for verification, is the preferred method of gathering information. TekMetrix Workshops are particularly effective. However, it may be the case that these documents are not available, are not current, or are not complete. Should this happen, information may need to be obtained through interviews, by reviewing miscellaneous correspondence, and by using the Strategic Alignment Assessment survey.
